Somalilandsun – The East Africa Research Fund (EARF) announces its first competitive call for interested organizations with extensive experience in high-quality research synthesis to conduct an 18 month research study into the factors that influence the propensity for poor people to engage in, resist and report corrupt transactions, in East Africa.
The purpose of this research study is to understand the factors that influence the propensity for poor people to engage in, resist and report corrupt transactions, in East Africa, with field research proposed for Uganda, Rwanda and Tanzania.
Based on a mix of disciplines, the awarded implementing organization is expected to:
Synthesise evidence on influences on petty corruption and the effectiveness of interventions to change corrupt behaviours, with a focus on in East Africa;
Explore social norms and mental models that influence the corruption behaviours of poor people and the officials they interact with in Uganda, Rwanda and Tanzania;
Set out the implications of these findings for DFID’s ongoing programmes on corruption; and
Recommend innovative approaches to change petty corruption behaviours that can be rigorously tested.
This research project will run for a total of 18 months starting from January 2016 to August 2017.
The bid is a two stage process beginning with a pre-qualification (pre-proposal) stage. Shortlisted applicants will be invited to submit a full proposal during the tender stage.

The deadline for submission is Friday 11th September, 2015 at 1600 hrs. East Africa Standard Time.
EARF is a funding facility managed by PwC on behalf of the East Africa Research Hub (EARH) a new initiative in DFIDs Research and Evidence Division.
EARH is a decentralised team based in Nairobi with a geographical focus on Kenya, Uganda, Tanzania, Somalia, Ethiopia, Rwanda, Sudan and South Sudan.
