Somaliland: Legislators Pursue Amendments to the National HIV Aids Act

HARGEISA (Somalilandsun) – The house of representatives is concerned about the spiraling increase of new HIV Infection which stand at about 40 a month.

During a house session chaired by speaker by Abdirahman Abdilahi Irro A committee was constituted to dig deep into the Act establishing the Somaliland National HIV Aids Commission-SOLNAC

Some of the Member of Parliament suggested that the act be debated between the different stakeholders such as the general public and organization that deal in HIV/AIDS while others wanted the bill be passed immediately.

Following hand up consensus the 7 member committee was constituted after 34 members voted in favour while 12 voted against and 2 members abstaining with the speaker not voting in a session that had a quorum of 49.

Subsequently through a letter ref.GW/G/02/51/2014 The speaker of the house Abdirahman Abdilahi Irro established a seven member Adhoc committee to peruse the SOLNAC ACT and report back to parliament within seven working days with the following legislatators as members

1. Abdiraman Muse Jama

2. Mohamed Farah Kabile

3. Abdirahman Mohamed Jama (Lawyer)

4. Hassan Muse Hufane

5. Abdirahman mohamed Jama

6. Ibrahim Arale Abdi

7. Ali Haji Mohamed Muse

in his signed letter the speaker guided by the house resolution 02/02/2014 as pertains to the establishment of an adhoc committee to make amendments to the statute establishing the Somaliland National HIV Commission asked the committee members to report their findings to the house within seven working days from 3/2/2014.

The Somaliland National AIDS Commission (SOLNAC) was established by Presidential Decree No 88/2005 and officially proclaimed on 15th September 2005 and located under the Office of the President “to oversee, plan and coordinate” the multisectoral efforts towards the effective fight against HIV/AIDS in the Republic of Somaliland.
