Somaliland: Employment Opportunity, Animal Health Officer



Location: Burao, Somaliland with frequent travel to the field and to Hargeisa, as required

The USAID-funded Partnership for Economic Growth (Partnership) program is being implemented by Development Alternatives, Inc. (DAI), with CNFA subcontract leading on the livestock Using a flexible approach that relies on detailed analysis before launching each sub-activity, the Partnership program has two focus areas: overall private sector development and strengthening specific productive value chains, including livestock and agriculture. The purpose of the Partnership program is to help local authorities and private sector groups improve the enabling environment for investment, generate more productive employment, and improve livelihood activities.


The Animal Health Officer – Burao will assist in the management of the animal health field activities of the livestock component in Togdheer, Sool and Sanaag, operating from the Partnership’s field office in Burao, Somaliland.


Under the overall supervision of the Livestock Team Leader based in Hargeisa, the Animal Health Officer is responsible for the achievements of specific deliverables under the animal health activities. The tasks for the animal health officer include, but are not limited to, the following:

• Support the Livestock Team Leader and Deputy Team Leader in providing animal health technical guidance to sub-contractors and grantees in the animal health activities, and in particular to the Partnership’s activities under the Somaliland Veterinary Board and VETAID’s sub-contracts

• Assist in the implementation of animal health activities as outlined in the Partnership’s livestock Scope of Work;

• Provide technical guidance to the Grants and Monitoring & Evaluation officers in monitoring livestock-related Partnership Fund grantee activities;

• Provide technical guidance to the Grants and Monitoring & Evaluation officers in monitoring livestock-related Partnership Fund grantee activities;

• Assist in monitoring livestock-related private enterprises funded under the Partnership Fund;

• Assist in the organization of livestock meetings, trainings and other events carried out under the project;

• Regularly report on activities carried

• Support the livestock team in the preparation of regular narrative reports, work plans, and other documents as required;

• Maintain regular and constructive communication with all members of the livestock team, as well as with government officials and implementing partners partaking in the project;

• Through regular visits to activity sites, verify and provide guidance to project activities;

• Assist the animal production specialist and office assistant in smoothly running the Burao office;

• Undertake duty travel as required.

Qualifications and Desired Competencies:

Two or more years of post-secondary school training in animal health or livestock production; • Minimum 2 years animal academic training in livestock production; • Minimum 2 years animal health-related working experience in Somaliland; • Present or previous experience on a donor or NGO funded development project; • Private sector experience in livestock value chain development is highly preferred; • Experience in pastoral livestock production is highly preferred; • Knowledge and experience in dairy and animal feed is highly preferred; • Fluency in Somali is required; • Professional level of English writing and speaking; • Ability to maintain effective working relationships with all levels of staff, client and the public; • Strong operational, planning and organizational skills and; • A willingness to live and work in a challenging environment.
