Regional prosecutors attend EUCAP NESGTOR workshop in Nairobi-p1-3

Somalilandsun – On 10 and 11 December, 14 Prosecutors coming from Kenya, Somalia (Somaliland, Puntland and Galmudug), Djibouti, Yemen, Seychelles and Mauritius participated in the first Regional Prosecutors’ Workshop dealing with Piracy and other Maritime Crime held at the Panari hotel in Nairobi.

The workshop, organized jointly by EUCAP Nestor and the Department of Public Prosecution of the Republic of Kenya, brought together senior practitioners responsible for prosecuting piracy and maritime crime in their home jurisdictions.

This event was an opportunity for senior prosecutors from the Horn of Africa and Western

Indian Ocean to share experiences and best practices, to discuss legal and practical problems in the prosecution of maritime crimes, exchange practical case knowledge, and to foster mutual legal assistance and the creation of professional networks. Although piracy was an important topic, the discussion focused also on other forms of maritime crime.

Talking about the workshop, Mr Kioko Kamula, Deputy Director of the Department of Public

Prosecution of Kenya, said “!lthough Piracy has reduced, now is not the time to rest on our laurels”. He also added that “Forums such as this one are key to foster regional networks between prosecutors and are crucial to boost regional cooperation.”

The workshop was held as part of the EUC!P Nestor’s work to build capacities of prosecutors in the region to deal with piracy and other maritime crime.

“Criminal activities at sea often have a transnational aspect” said Etienne de Poncins, Head of Mission of EUCAP Nestor. “It is a priority for EUC!P Nestor to support the building of a regional network and to promote the cooperation among the countries of the region with regard to maritime security. In that regard, enhancing the capacities of prosecutors, is fundamental to ensure the effectiveness of the maritime criminal justice chain.”

EUCAP Nestor is a civilian led European Union mission, under the so called Common Security

and Defence Policy, mandated to assist countries in the Horn of Africa and Western Indian

Ocean to develop their capacities and capabilities to ensure maritime security, in particular

counter-piracy and maritime governance.
