As president Gaas appoints and dispatches administrator from Garowe

Somalilandsun- Taleh the Haysimo regional capital in to be run by officials appointed by Somaliland and Puntland.
According to a presidential decree released from the Puntland regional capital of Garowe the Somalia administrative region has staked a claim in the affairs of the Somaliland district.
The decree signed by president Abdiweli Gaas informed that as from the 12th June 2017 Mr Mohamed Roble Isse is the Taleh district Commissioner.
Jurisdictionally Taleh is the regional capital of Haysimo region of Somaliland that was created almost two years ago by President Ahmed Mahmud Silanyo having been curved off from Sool Region.
According to President Gaas the appointment of the Taleh administrator authority to the Puntland constitution which stipulates that the Garowe government is fully responsible for areas predominated by the Darood clans.
To this effect Puntland is the sole authority within areas in Somaliland predominated by Daroods namely Sool and Haysimo region as well as east Sanaag region with a majority Dhulbahante and Warsengeli sub clans of Darood.

Having justified his authority over Taleh, the Puntland President upon alluding to imperatives of availing public services to local communities and on the advise of his ministries of local government, interior and rural development and having ascertained on his abilities thence appoints Mohamed Roble Isse as Taleh district Commissioner.
Puntland has in the past infringed on areas under Somaliland jurisdiction authority purportedly in pursuit of implementing stipulations of its clan based constitution.
In reality the said areas predominated by Dhulbahante and Warsengeli clansmen of the main Puntland clan of majeerten are within Somaliland territorial boundaries as demarcated in the early 1900s through a tripartite agreement by Britain, Italy and Ethiopia.
The government of Somaliland is yet to react to this Puntland presidential decree though it is known that past infringements into Somaliland by Garowe administration has always been repulsed at heavy loss to the invaders.
