Somalilandsun: Members of the Somaliland House of Representatives have debated the Rape Law, which will be amended and supplemented.
The 43 points bill, which lawmakers debated, proposed amendments to the provisions, which they considered to be easier for perpetrators of rape.
MP Hamud, who debated the Bill, suggested that the rape perpetrators be beaten (flogged) adding that most heinous was an intelligent, adult man who is greedy for a two- or three-year-old child.
To show how lenient the rape law was compared to that the anti-drug one, the Somaliland Member of Parliament said “The drug law included ‘a Prison term that has no fine or parole for a convicted person while this rape law dictates none”
Lawmaker Hussein Ahmed Aideed, who also took part in the debate, called for amendments to the provisions of the Rape Act, especially that dealing with compensation.
On this provision the constitution currently stipulates that a rapist pay the victim a compensation equal to a bride price, and if her virginity is broken she receives compensation equal to a murdered female, fifty heads of camels.
