Somalilandsun – Senior immigration officers from Somaliland, Kenya, France and Ethiopia are participating in a four days regional Training of Trainers –TOTs training on information management and protection of victims of trafficking workshop in Hargeisa.
The European Union Funded training with the collaboration of the governments of Ethiopia, Kenya and Somaliland is organized and facilitated by Expertise France, a French agency for international technical expertise whose role is to help implement French policy on cooperation, development assistance and economic development
It further endeavours to meet the growing demand in developing, emerging and European neighbourhood countries for expertise in building public policies and addressing institutional, economic, demographic, social and environmental challenges.
In his remarks at the Officially opening of the regional TOTs training at the ambassador hotel in Hargeisa the Somaliland deputy minister of foreign affairs and international cooperation Libaan Yusuf Osman said
Quote –“Your Excellences, ladies and gentlemen, distinguished guests attending this important conference, on behalf of the People and Government of Somaliland, it is a great honour and pleasure to be here with you, and wish you all a happy stay during the four days of the joint regional Training of Trainers (ToT) training workshop here in Hargeisa.
Ladies and Gentlemen:
My ministry is happy to note that representatives of the governments of France, Kenya, Ethiopia and Somaliland are co-trainers of this ToT workshop which could set a good pace for targeted transnational cooperation actions in terms of experience and information sharing and the awareness creation as well.
I want take this opportunity to assure you that the Ministry of Foreign Affairs and International Cooperation will play its due role in tandem with the Response from International Institutions and the European Union, which adopts human rights-based, holistic, multidisciplinary, integrated approach. We affirm to share same goal of reducing with the vision of eradicating the Human Trafficking and Smuggling menace as a wide spread phenomenon.

The Ministry of Foreign Affairs and International Cooperation has been an active collaborator and supporter of Hakad and the Ministry of Interior in their efforts to contain the human trafficking and smuggling menace and will continue to facilitate further support and cooperation with relevant stakeholders regionally and globally.

We believe that Expertise France has considerable International and Regional experience of working with both state and non-state partners in order to make a real improvements to the coordination of human trafficking and smuggling interventions and therefore the Ministry of Foreign Affairs and International Cooperation encourages and recognizes that this way of working is underpinned by your commitment to participative and inclusive approaches to counter human trafficking and smuggling which value the added benefits achieved when both international and local experience and the knowledge are brought together.
We believe this Multi-agency ToT targeting the immigration, Coast guard and the Ministry of Interior will increase capacities in terms of protecting trafficked Victims and investigating the human trafficking and smuggling acts across the country.

- Human trafficking and smuggling investigation methodologies
- Interview techniques
- Data collection and management
- Victims protection, referral and management
- Crime scene investigation
- Financial and telecom investigation
- Ethical and cultural; challenges : human rights in Islam and
- Human trafficking and smuggling prevention and awareness among others
The workshop concludes on 6th February 2018.
