EUCAP Somalia Hosts Law Drafting Training in Mogadishu

Somalilandsun- Somali Law drafters from the Federal Government of Somalia Ministry of Justice (FGS – MOJ), FGS Attorney General’s Office (AGO), Federal Member States (FMS) Ministries of Justice, High Courts and Regional Courts participated in a Law Drafting Training organized by EUCAP Somalia and the FGS MOJ in Mogadishu between February 11-15.

The twenty-four participants (three of whom were women) came from several parts of Somalia, including Banadir, Jubbaland, Southwest, Hirshabelle, Galmudug and Puntland.

The aim of the training is to enable law drafting personnel to draft and review maritime related laws in a swift, inclusive, coordinated and standardised manner.

The lectures included the adoption of good practices in the area of legislative drafting, the structure of a draft Bill, the transposition of the main principles of International Maritime Law into national legislation, ethics in law drafting and law drafting in Somali context.

A session on Gender neutrality on legislative drafting techniques was also delivered by the Mission’s Human Rights and Gender Expert.

Discussions about European experiences in Legislation adoption also occurred.

The course was opened by EUCAP Somalia’s Deputy Head of Mission Keith Murray together with the Minister of Justice of the Federal Republic of Somalia, Hassan Hussein Haji. A closing ceremony with distribution of certificates was held on February 15th and chaired by EUCAP Somalia’s Head of Mission, Maria-Cristina Stepanescu and attended by the Minister of Justice of the Federal Republic of Somalia.
