As Hasan Omar Horri returns after decade + hiatus to his former DG desk at the information ministry

HARGEISA (Somalilandsun) – Brigadier General Mohamed Adan Sagadhi Mahmud has been appointed as defense affairs advisor to the Somaliland president
This appointment that came via presidential decree #JSL/M/XERM/249-4891/062017 also reveals the transfer of sitting Director Generals to other ministries.
Justifying his authority to appoint and make changes within his administration to section 3 Article 90 of the Somaliland constitution as well as the imperatives of apt governance driven by skilled nations President Ahmed Mahmud Silanyo Decreed that
“As from today the 16th June 2017” I president of Somaliland have appointed Brigadier General Mohamed Adan Sagadhi Mahmud ‘Dabagale’ as new presidential advisor on defense affairs.
“Similarly and in pursuit of streamlining public service provision the below mentioned Director Generals have been transferred to other ministries
1. Ahmed Abokor Mohamed is new Director General ministry of Education and higher learning (formerly information ministry DG)
2. Abdi Ali Jama is new Director General ministry of Planning and National Coordination ( transferred from ministry of education) and
3. Hasan Omar Horri to be new Director General at the ministry of information and national guidance (formerly planning and coordination DG)
General Dabagale who assumes duties at the presidency is the outgoing army operations officer while Hassan Omar Horri returns to his former desk as DG ministry of information after a decade plus hiatus.
The presidency was not forthcoming with reasons for the appointment and transfers that take effect immediately.
