- Background of the Assignment
The Government of Somaliland has received a Grant from the World Bank towards the cost of the Public Financial Management Capacity Strengthening Project, and intends to apply part of the proceeds for consulting services. The Project Development Objective (PDO) is “to establish and strengthen institutional capacity for the management of public funds in central finance agencies and targeted sectors”. The consulting services including “The Economic and Budget Consultant will be responsible for improving the ability of the Economic and Budget Committee in the House of Representatives to scrutinize all Budget Documents submitted to the Committee (including the Macroeconomic and Fiscal Framework, Budget Framework and Annual Budget) as well as their ability to provide input and amendments throughout the Budget process”.
- Objective of the Assigment
The Economic and Budget Consultant will be responsible for improving the ability of the Economic and Budget Committee in the House of Representatives to scrutinise all Budget Documents submitted to the Committee (including the Macroeconomic and Fiscal Framework, Budget Framework and Annual Budget) as well as their ability to provide input and amendments throughout the Budget process.
- Responsibilities
The consultant will work closely with members of the Economic and Budget Subcommittee and senior officials of the Somaliland House of Representatives, and Speaker of the House, and s/he will have the following key responsibilities among others: Improve the ability of the Economic and Budget Committee’s Secretariat to analyse budget and financial statements, Provide technical advisory services to the Committee members for conducting well-structured public hearings; Undertake a comprehensive desk review of the relevant national legal framework, policies, regulations and administrative procedures governing and regulating the budget planning workflow within Parliament of Somaliland; review administrative regulations and procedures related to the budget planning workflow; and draft and translate administrative procedures related to budget planning workflow; Develop and translate an integrated Standard Operating Procedures (SOP) for budget planning and expenditure reporting within the Parliament of Somaliland, should train both members and the Secretariat of the Committee in order to ensure that they are able to scrutinize all Budget Documents and hold hearings that will strengthen Somaliland’s Budget process and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by e-mail)..
- Duration: The consultant will be engaged for 12 months.
- Selection Criteria
The PFM Office now invites eligible individual consultants to indicate their interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services. The qualifications, experience and competencies include:

- MA in Economics, Finance or related field
- PhD in Economics, Finance or related field Preferred
- Experience
The Economic and Budget Consultant should have the following experience:
- Minimum of 10 years relevant experience in Economics/Public Finance related roles
- Experience in scrutinizing and/or preparing Government budgets at the Central Government Level
- History of working with legislatures and legislative committees to prepare and/or scrutinise Government Budgets
- Training of staff in economics/finance related techniques concerning the preparation and scrutiny of Government Budgets
- Experience of working in Fragile States
- Fluency in English required, Knowledge of Somali preferred
- Reporting
The Economic and Budget Consultant will report to the PFM Project Coordinator.
