Somalilandsun. The proper budgetary and expenditure management of the government financial resources is the constitutional mandate of the Somaliland Ministry of Finance Development-MoFD
This mandate also tasks the MoFD with the responsibility for ensuring that systems are in place for efficient monitoring and reporting of all Government’s transactions.
Envisaged as catalyst institution that promotes sustainable financial management and economic development the Somaliland finance ministry styles it’s mission as one geared to “Improve and Mobilize revenue collection; set the country’s macroeconomic and fiscal policy management; and formulate efficient policies for public resource accountability, transparency and long-term sustainable development”
To fulfil its mandate MoFD has put in place several departments of relevance staffed by professionals bossed by a Director General under the political oversight of a minister and deputy.

Since assuming the finance portfolio from his former perch at the foreign ministry minster in the incumbent Dr Saad Ali Shire has sailed a tight ship that has ensued with the digitalization of various activities mainly Tax collection and the institutionalisation if international Norms of Public Finance Management-PFM, among many others.
This public service provision enhancement is undertaken via regular departmental heads meetings and staff training workshops.
The latest was a one day meeting that brought all senior ministerial staff at a round table in Hargeisa where each department presented it’s quarterly report in which achievements, constraints, failures and lessons learned were brainstormed.

Highlighting the achievements of the Ministry of Finance Development of the last quarter of 2020 (October-December)
A workshop was held on the 20th January at the premises of the Ministry of Finance Development of the Republic of Somaliland to highlight what has been achieved over the past three months based on the annual work plan of 2020.
With the presence of the leadership of the Ministry, namely the Minister of Finance Development Dr. Saad Ali Shire, Deputy Minister Muse Ibrahim Yusuf and Director General Md. Mohamed Abdi Gurhan, the heads of each department presented their achievements against existing plans as well as unfinished works, challenges they faced and recommendations for the way forward.
In the workshop, presentations reflected successful results of the departments and consistent improvements regarding the way departments undertake their works.
The quarterly plans are usually being derived from the annual plans which are based on the Ministry’s five-year strategic plan. To track the progress continuously, they are reviewed on quarterly bases.
Moreover, the executives of the Ministry discussed in the meeting the impact of COVID 19 and locusts, two factors that adversely affected the economy and productivity of the country and in turn led to gaps in the projections of the 2020 annual national revenue.
After many hours of review, reflection and discussions, the Minister of Finance Development Dr. Saad Ali Shire closed the meeting. In his remarks, he commended the departmental leaders for their performance and commitment to their duties. At the same time, he encouraged them to prepare themselves and their teams for a hard work in the year of 2021.
