Somalilandsun: In the Somali people’s customary law, which they call Xeer (a polycentric legal system developed indigenously), blood money is issued in the event of libel, theft, physical harm, rape and death, as well as to supply assistance to relatives of the injured party.

But in Somaliland A broken and corrupt judicial system, a dearth of professional police force, and a myopic Attorney General Office have created a perfect storm for a tribal and a religious justice system to mushroom  to the point where they are taking over the functions of public safety and judiciary.

This is argued by Ali Guban in relation to recent assault perpetraded on a young tire repair by MP Kijandhe in the capital Hargeisa where he remains free as a dove despite the vicitm being in a coma for a couple of days
