Somalia: IOM presents Guidelines on ‘New Deal Process’ for aid Effectiveness

Somalilandsun – The Federal Government of Somalia briefed the international community on its priorities for resource allocation and coordination of development partners engaged in state building, at a high level Somali donor group meeting held in Nairobi, Kenya on Wednesday 20 February 2013.

Addressing UN agencies, the World Bank, the European Union, international organizations and Civil Society Organizations (CSOs) that were present, the Government stressed the need to improve coordination of donor-funded technical assistance programmes across Somalia by creating an overall framework that will bring all partners under one umbrella.

‘The New Deal for International Engagement in Fragile and Conflict-Affected Countries’ (the ‘New Deal’) is an integral part of the outcome of the international efforts on Aid Effectiveness and Development led by the Development Assistance Committee (DAC) of the Organization of Economic Cooperation and Development (OECD) under the High Level Forum comprising developed and developing countries plus bilateral and multilateral institutions.

Special guest of the high level meeting held in Nairobi was Mr Sadik Farah, G7+ and New Deal Focal Point for the Federal Government of Somalia in the Ministry of Finance, Planning and International Cooperation (MFPIC). Mr Farah is one of 126 successfully placed Somali diaspora experts under the so-called Qualified Expatriate Somali Technical Support – Migration for Development in Africa (QUESTS-MIDA) programme, a joint initiative between Somali authorities and institutions, UNDP Somalia and IOM which facilitates the transfer of skills, knowledge and experience from qualified Somali diaspora experts to public sector institutions.

Mr Farah is currently working as a Strategic Planning Expert within the Ministry of Finance, Planning and International Cooperation as a QUESTS-MIDA participant. “Like many of my fellow QUESTS-MIDA participants past and present, I consider my assignment to be extremely fulfilling. I am very proud to be able to be in Somalia at this crucial period of rebuilding and reconstruction. This assignment gives me recognition for my qualifications and experience and the timely opportunity to contribute to the institutional development process of my home country.”

Acting as the New Deal Focal Point, Mr Farah presented the Federal Government of Somalia’s priorities and expectations for the New Deal Process and particularly stressed the need to follow a consultative process as well as a multi-sectorial approach involving Somali civil society, the international partners and donors and Somali institutions.

IOM Somalia’s Chief of Mission, Mr Ali Abdi, stated, “Somali diaspora experts participating in this important IOM-UNDP initiative are playing an increasingly important role in promoting the development and reconstruction of fragile Somali institutions. IOM hopes to bring back many more Somali diaspora experts from all around the world who will continue to assist the Somali government in rebuilding their country.”
