Sustainable Development: EU sets out its new priorities

Somalilandsun-On 22 November, the European Commission adopteda package of three communications, outlining its strategic approach for achieving  Sustainable Development and assuming its role in the world.

In its Communication On the next steps for European future, the Commission sets out how it aims to implement the internationally agreed 2030 Agenda and its Sustainable Development Goals. It will do so together with its Member States, in line with the principle of subsidiarity.

The Joint Communication Towards a renewed partnership with African, Caribbean and Pacific (ACP) countries sets out the ideas and proposed building blocks for such a political partnership,following the expiration of the Cotonou Partnership Agreement in 2020. It builds on the 2030 Agendaas well as on the Global Strategy for the EU’s Foreign and Security Policy, which provides strategic guidance on the EU’s external interests and ambitions. 

The proposal for a new European Consensus on development reflects a paradigm-shift in development cooperation, which responds to the more complex and interconnected challenges the world faces today. Bringing together all EU-institutions and all Member States, it focusses on key drivers of development, such as gender equality, youth, sustainable energy and climate action, investment, migration and mobility. Women and youth in particular must be seen not just as beneficiaries, but as drivers of development

Upon adoption, First Vice-President Frans Timmermans said: We need toingrain sustainability as a guiding principle in the many choices that each citizen, company and civil society makes every day. This Communication joins up the SDGs of the 2030 Agenda to the European policy framework and Commission priorities, assessing where we stand, identifying the most relevant sustainability concerns and ensuring that all our actions and policy initiatives take the SDGs on board at the outset.”

High Representative/Vice President Federica Mogherini said:“The Sustainable Development Goals will inform the post-Cotonou partnership and drive reform in development policy, including the EU Consensus on Development. Implementing the SDGs will require change across all internal and external policies, galvanising public-private partnerships and leveraging the experience of the EIB in providing technical assistance and building capacities in developing and middle income countries.” 

Commissioner for International Cooperation and Development,Neven Mimica,,added:“The proposal for a new Consensus on Development is more thanjust a new strategy.It’s theEU’s response to an increasingly interconnected and challengingworld. I aim for the new European Consensus to be a genuine agreement that enjoys the under the shared ownership of EU institutions and all Member States. Thisblueprint will guide all our development actions for the years ahead and will help us to respond better to the complex global challenges and to implement the 2030 Agenda.

Background 

The 2030 Agenda for Sustainable Development, adopted by the international community in September 2015, represents an ambitious new blueprint to respond to global trends and challenges. The core of the 2030 Agenda is the set of Sustainable Development Goals (SDGs) and associated targets, which run to 2030. Along with the other international summits and conferences held in 2015 in Addis Ababa and in Paris, the international community has an ambitious new frame for all countries to work together on shared challenges. For the first time, the Sustainable Development Goals are universally applicable to all countries.
