“This is actually not a question. It is a statement with a question mark at the end. A question would be “Is the republic of Somaliland the most peaceful and democratic country in East Africa?” The actual internationally recognized country in East Africa is named Somalia not Somaliland.
Its economic base is pitiful, the greater region is in constant political and military turmoil, no country on earth officially recognizes the place – I don’t know about “most peaceful and democratic” but given the circumstances Somaliland is a remarkably stable and peaceful place!
Freedom House hands out decent scores for the place and its neighbours don’t even come close to that level of democratic governance.
I also heard that Somaliland has quite a busy diaspora and due to the relative stability many Somalilanders (?) return from the US and Europe to help building their country. This creates helpful ties between the West and the place!
