Hasan and Shirdoon: Leadership Differences end honeymoonHasan and Shirdoon: Leadership Differences end honeymoonSomalilandsun — Government sources in Mogadishu have said that Somali President Hassan Sheikh Mohamud and Prime Minister Abdi Farah Shirdon have had a fall out after President Hassan returned from his foreign trips, All Africa reports.

The inside source says that the leaders had heated arguments on a number of issues that have not yet been confirmed yet.

However, the source says some of the related to a number of sensitive issues that the government is handling.

Interference of duties

"As you may be aware, it is well known that the President [Hassan Sheikh Mohamud] has been interfering in the work of the Prime Minister's office since the selection of Cabinet ministers in October [2012], which he had a very strong influence in," said the source.

The small Cabinet of 10 ministers was appointed in October along with 25 deputy ministers and state ministers. The previous government had a Cabinet consisting of 18 ministers based on 4.5 clan power sharing system, which ensured clan representation.

However, President Hassan's administration took a new approach and many ministries were joined together.

President Hassan's government stated that the move was done to improve effectiveness of the ministries. However, the confidential source told Garowe Online that some ministers have complained about "continuous interference by the president's inner circle".

"Some ministers have even threatened to resign as they feel that they have no real authority of their ministry," said the source, adding: "That the issue of interference from the presidential palace has been brought to the table many times."

Although the source could not name which ministers threatened to resign, the source did note that the rift between President Hassan and Prime Minister Shirdon is widening.

Aid and development

The EU has promised to host a Somali conference in fall, which will work out a "new deal" for Somalia. The Middle East has also suggested a more effective aid and development initiative in Somalia.

The source suggests that the unprecedented pledge by the international community and how it would be managed could also be the cause of the rift.

"The two had a fall out after President Hassan returned from his trips abroad and some are saying that the funding from the international community especially Qatar and how it would be managed is part of what caused the rift," said the source.

According to Abdirahman Abdi a Somali government consultant, the Middle East approach to financial assistance with regards to Africa is not as accountable as international standards.

"There's less paperwork with Middle Eastern funding compared to funding from UN agencies or Western powers' donations," said Mr. Abdi.

Since the creation of Somalia's first permanent government in 22 years, the Somali Federal Government has seen an increase in aid pledges. Previous governments were reportedly riddled with corruption and the new democratically elected government has promised to clear the blemish of previous Somali governments.

Federated States

The rift comes at a time when regions in Somalia are preparing to form federated states with the international support. Regions, such as Lower Jubba, Middle Jubba and Gedo regions, are aspiring to form 'Jubaland State' and a state convention is expected to open later this month in Kismayo

Somali political groups in Jubaland regions and the Intergovernmental Authority have backed the process on Development (IGAD), despite complaints from officials in Mogadishu about the IGAD involvement. In 2002-2004, IGAD hosted the Somali peace conference in Kenya that gave birth to the Transitional Federal Government (TFG) of Somalia, which preceded the current Somali Federal Government.

Some political groups have alleged that the Federal Government is against the formation of Jubaland; however Prime Minister Shirdon has gone on the record supporting the Jubaland state process. During visits to Minnesota, USA, and London, UK, Somali protestors demanded that President Hassan stop his interference of Jubaland state formation.

The confidential source says that he believes that President Hassan and Prime Minister Shirdon President Hassan and PM Shirdon disagree over JubalandPresident Hassan and PM Shirdon disagree over Jubalanddisagree over Jubaland, as the Prime Minister has "refused" to speak negatively of the local process for Jubaland state formation.

In Bay region, a new governor was nominated by Abdifatah Ibrahim Geesey, the former governor, has rejected the new nomination and is currently in Baidoa commanding hundreds of troops. The new governor is nowhere to be seen and Mogadishu's influence in Baidoa, only 250km away, seems nonexistent, the source added.

Somali Parliament Speaker Mohamed Osman Jawari, who hails from Bay region, is currently visiting Ethiopia and it is believed that issues on the table include support for Mr. Geesey as governor of Bay region. Baidoa is hosting a conference to establish a new state for Bay and Bakool regions.

The move to appoint a new governor at this critical time has been interpreted by some local residents in Bay and Bakool regions as a bid to influence the outcome of a state formation process for the area.

Somali political analysts tell Garowe Online Galmudug stateGalmudug statethat the fall out between the two Somali leaders could impact the pledged support by the international community towards helping rebuild Somalia.

TFG leaders were notorious for political infighting, with Presidents attempting to unseat Prime Ministers via a parliamentary vote of confidence on numerous occasions.

Unelected puppets are complaining because a higher unelected puppet is meddling in your affairs? This problem exists because there isnt a diplomatic hierarchy or control outside of the capital.

You're better off resigning since your existence as a Prime Minister is irrelevant.

Somaliland doesn't need to do anything since Somalia will just naturally embarrass themselves infront of the World Community. Congratulations Somalia and well done Jubaland.

Ok this Sounds bad for the president of Somalia. What is the problem of the PM? Seriously, he should support the president 100% or he should be fired. This president do not wars obviously.

The Somalia president is what Somalia needs a peacefull president and not a war mongering leader like the PM (with all his badmouthing towards Somaliland).

I hope the PM is replaced with a peace loving PM. So thst in May when Somalia and Somaliland talks they can agree on the only solution. 2 state solution. And after that Somalia+Somalil and+Kenya+Ethio pia+Djibouti+So uthSoudam and hopefully Eritrea can work closely with each other to make east Afrika the best place to be in the world. Come on guys we can do it :)

It is about Jubaland, not Somaliland. It's about another region which is backed by Kenya for Independence which the PM supports but President doesn't. I don't blame him because its looking more like the President of Mogadishu rather than president of Somalia.

He must been mentally disabled if he thinks a Democratically elected and peaceful state like Somaliland would commit to unity when all he controls is Mogadishu! Haha I'm enjoying watching him embarrass himself.

This is cheap propaganda from the snake in the Somali soil also known as Pirateland.

Farole and his son (Garoweonline) want to divert the attention from their mess in Puntland region.

The problem is not Shirdon or Hassan but the problem is the Somali system of government and with due time, we will address this issue.

Personally, I feel the powers of the President and PM are not clearly defined and the two always interfere in each others jobs.

The Somali system of government and constitution needs a revisit once we stabilize the state.

Right now we have bigger problems than the tribal enclaves of Garadagland, Jubbaland, Pirateland and PM vs President.

I am confident, the President will continue in the right direction.

I know the separatists are happy with any propaganda against the Somali state because in their khat minds, the fall of Somali race is their gains. Sick people they are.

Garoweonline also says Garadagland was behind the recent slaying of the Sheikh in Garowe.


Separatists only believe in Farole's sons' words only when it suits them and please their grieving ego.

whilst Somaliland develops, outsiders are realizing Hassan Sheikh has does not even have support outside Mogadishu!

Somaliland has prospered because the diaspora has effectively lobbied and supported Somaliland with full devotion whilst Somalia still lives in chaos and under constant bombardment from U.S drones. As long as the U.S. is perceived to be involved in a war against Al'Shabab, there is no chance of stability in Somalia.

Inshallah I'll say around 10-15yrs there may be prospects however I'm certain the government will prove it's incompetence and in inability to maintain control of it's borders.

However, between President Hassan and PM Shirdoon, all the roadmap signatories should be administered, ruled and controlled from the Capital Mogadiscio.No other powers should be allowed higher than Regional Governors by President HSM.
Garadagland in Somaliland has nothing to do with Jubbaland,Puntl and of Somalia Somalia roadmap signatories.

Like I said before, besides few "fadhi ku dirir" loosers most somali in the Love their president including Isaaq. These are the same ones who voted against obama. There is a muslim congressman from minnesota that they are againt. And when the right-wing republicans introduce anti islam legislation, they were all over the new supporting them. Therefore they dont matter, may allah guide them

I am Garhajis and I support the President fully. In regards to Jubbaland, we have to address that issue later.

Some people want to rush things because they know once Somalia stabilizes, they have no chance with their silly division goals.

Separatists, tribal administration and terrorists are people against the Somali race and they all work for foreign interest.

We will deal with them one by one and the Somali gun must not discriminate...an enemy is an enemy regardless of their fake shirt.


The civilians in North Somalia remain hostage and members of two minor sub-clans continue to dance to mismatching Gambela flag, one Tigray man office ("embassy") and crumbling infrastructure and jobs.

Somalia will recover regardless of its many internal and external enemies.

Khaatumo and Awdal state need immediate military aid from Djibouti and Mogadishu. Civilians continue to be slaughtered in Hudun, Kalshale, Dilla, Zeila, Buhoodle...

The president and PM were ex shareholders and co-workers , the current dispute arises from different point of views :
PM is supporting the idea of creating Jubba-land state which will allow to provide more allowance to his clan ex Geddo Region to run the lower region (Kismayo ) as well , Puntland is also pushing this policy to be implemented .The PM is playing with dual track policy and the president is against the Jubba - land state formation and wants these regions to be administered from Mogadishu , unfortunately this will not happen and Mogadishu will only have left the the middle Shabeela region and the city . Even will also not administered from Mogadishu in future .Therefore, the current PM will be soon fired

There will be more disagreements on the way, Jubbaland is just minor. The biggest one is the issue of Somaliland. A quarter or over 20% of the so called federal parliament is from Somaliland even though they don't represent anybody, just themselves. They are there to make up numbers and to balance the so called 4.5 formula. The Somali government can't face the truth that they can't put Humpty Dumpty back together. The Federal government donors will soon demand that elections must be held or at least planned to be held in the future. In the past, FG called anybody who is willing to fill the seats allocated for Somaliland but when it comes to elections MPs must be elected from their constituencies. That's why Hassan Sheikh needs to sort out the issue of Somaliland and accept its legitimacy because no one else can represent Somaliland except its elected government.

i hope the people of somalia get a government that cares for its people.the people of somalia have suffered for a long time while the previous leaders were only out to enrich themselves without caring for their people.children are growing up without education or care,they see their fathers killed in front of them while their mothers are helpless and unable to take care of them.what is the future of any country that does not take care of its children? i hope the leaders of somalia come to their senses and patch up whatever differences they have,SOMALIA HAS BLED ENOUGH.
