| Somaliland: US to Maintain Dual Track Engagement Policy |

By: Yusuf M Hasan HARGEISA (Somalilandsun) – The US government will diplomatically engage with Somaliland following its recent recognition of the Somalia government. The United States formal diplomatic relations are with the Somali Government of President Hassan Sheikh Mohamud, which the United States recognized on January 17, 2013. This was informed by Mr. Matt Goshko who is Counselor for Public Affairs , Somalia Affairs Unit , U.S. Embassy, Nairobi during an interview with reporter Mahmud Walaleye of the Hornnewspaper. Said he, "The United States is on record as being in accord with the African Union in recognizing a single Somali State" According to the Counselor the Washington government shall maintain its current dual track engagement policy it has utilized for a number of years to deal with issues pertinent to the two neighbouring countries of Somaliland and Somalia. "The U.S. will continue, however, to engage with Somaliland authorities on a broad array of issues that include development and humanitarian assistance, as we have done for a number of years" Said Mr. Goshko. On the subject of talks between the two formerly united countries that divorced in 1991 the US government shall maintain a neutral stance thus facilitate the two sides reaching an amicable agreement. In the talks that were sanctioned by the international community during the London and Istanbul II conferences on Somalia of 2012 the two countries who met for face to face for the first time in 21 years a number of agreements most notably the need for continued engagement were concurred upon.
On the issue of the talks Counselor Goshko said, "We continue to encourage authorities from Somaliland and the Government of Somalia to engage in constructive dialogue" The talks are expected to resume in London, May this year under the patronage of the British Prime Minister David Cameroon |

the talks between Hargeisa and Mogadiscio entities Govts started principally in London with followups in
Turkey and Dubai followed by a new change of Govt in Somalia now led by President HSM?. In my view, out of all the IC actors, London should be the principal venue where all the future serious talks takes place. The British are the best peers to host the Somali talks with the US and the other IC actors
to work with the British to settle a good resolve to the Somaliland quest vs
the rest of Somalia. Meanwhile, a two dual track of equal 2 way sovereign state solutions should be applicable.
In particular emphasis, the AU HQs, Igad, and the Arab League(AL)/OIC
should show extra efforts to bring about
peace and share responsibility with the IC actors/movers/shakers.

You can write every week an article about this dual-track but it means nothing.
The US recognizes the Somali government on a sovereign to sovereign relationship (thus in bar).
The Red Cross and other aid agencies all have dual tracks and these USAID dual track is not any different. Basically they are saying their minor humanitarian assistance will operate in all regions of Somalia, which is fair.
The separatists like to twist and mislead the words and try to manipulate to satisfy their khaat filled minds.
US only knows one Somalia. Period. You don't need to complicate a simple thing.
As long as Somaliland continues down the path it has been going over the party two decades it will achieve eventual recognition. Britain already sends 40% of the total aid to Somalia to Somaliland.

Time is all that is needed before the useless administration embarrasses itself and proves it's incompetence on the World stage.
It's like saying 'Somalia has a democratically elected government which is supported throughout Somalia.' Everyone can read between the lines and understand this claim is false.
As Abdi stated above, recognition means nothing if the Government has no control of its borders let alone Mogadishu without the fear of being killed.
