HARGEISA (Somalilandsun) – Concerted efforts are underway to repair security damages incurred through reckless Liyuu police activities.

Tripartite negotiations are underway in the Ethiopian town of Harta Sheikh geared towards cooling flaring tempers among residents of Harshin District where Liyuu police massacred residents.

The tripartite talks which involve the Ethiopian Federal Government, The Ethiopian Somali Zone five administration and Elders of the Harshin residents who are of Somaliland origin are a means to final conclusion to the never ending aggression meted upon residents by the Liyuu police military force commanded from Jigjiga town.

In recent unprovoked attacks against over 30 people were injured while another twenty were killed by use of heavy ordnance after the Liyuu police run amok in Harshin town

The paramilitary force, which is under the control of Ethiopia's Zone five Somali region president, started its massacred of Harshin Civilians by killing four people and arresting a yet established number, whose whereabouts is still mysterious.

Following the wanton killings and arrests residents armed themselves and managed to evict the Liyuu police killer unit from their town.

Early last Tuesday a column of ten armored vehicles entered the town and the heavily armed paramilitary soldiers started spraying machine gun bullets injuring 28 and killing another 13 civilians most of them women and young children. Another 23 were arrested and send to detention in Jigjiga by the Liyuu police.

Reports from Jigjiga town indicate that the zone five administrations has released 19 of the detainees as a gesture of good faith for the Harta Sheikh talks, though the whereabouts of the remaining four detainees remains unknown.

Leading delegations to the talks is the Governor of Hererge region who is Representing the Ethiopian Federal Government while the Zone five is represented by President Ilay and local residents by Sultan Hasan Sultan Abdilahi

Once the ground rules are established, the talks will shift to the areas where the Liyuu police committed their heinous crimes. This shift is related to the negotiators aim of assuaging the bereaved residents and reconciles them

During a mid-week meeting with Harshin Traditional, leaders in Jigjiga town the zone five presidents Abdi Omar Ilay who took full responsibility for the heinous actions the Liyuu police promised to pay all damages incurred during the Harshin attacks.

It is not yet clear whether president Ilay's damage payment promise includes customary blood money for those killed. In Somali traditions, the clan/family of a killed man is compensated with 100 camels and 50 camels for a woman.

The immediate reconciliations, which are unprecedented, are as a direct presence of federal troops said to have been dispatched by Addis Ababa, these troops are currently in control of all areas involved in the skirmishes after having ejected and subsequently banished the Liyuu police to barracks in Jigjiga town pending internal investigations.

Most Area residents who praise the federal troops for their discipline and humane treatment of civilians are back in their homes from hiding areas since the banishment of their tormenters from the Liyuu police unit.

Earlir this year he Liyuu police perpetrated similar atrocities in Gashamo area of the same zone five where they have been acting in impunity until the intervention of Addis Ababa where sentiments are said to be weighing against both the paramilitary unit and its commanders who are the bosses of the zone five.

why is the sultan under arrest if he was taking part in peace talks?we should not agree to talks when deceptive methods are being used by the attackers.

We should reclaim the Reserve Area given to Ethiopia in 1954. Why not, if this trend of killing our people continues. Iley and his cronies are ethnic cleansing our people. This is the 2nd time that his people are trying to unroot our people, first it was Siyaad's era and now Mr. Iley is doing once again.

Our people are not easy to swallow, and they should know that. Ethiopian central government should do more and tame this guy who0ns that area.

This report conflicts with the other latest reports coming out fro Harshin and Harta Sheikh. The reports say, Sultan Hassan Sultan Abdullahi and Sultan Hussein were detained yesterday by the Liyu Police in Harshin. These reports said, the two Sultans have been taken over this morning by the Federal forces and subsequently escorted them to Jigjiga.

In light of these reports, it's quite evident that the Liyu Police still controls Harshin and the whole areas as long as they have managed to arrest these reputable Sultans without respect or fear. Anyway, something which we don't know, is going on up there.

Please tell the 0th. Liyu police is part of Ethiopian forces in Somali region;and reponsible for security of the region. I am not saying it is perfect, but you can't praise part of the governmend - army, and disgarce Liyu police while they both under one command.
On the other hand, the 2 suldans crossed the border without regional state consent and that is why they are arrested. This land belongs to Ethiopian Somali region. anyone who is unhappy with that should go to Hargeisa, Somaliland.
Finally,new Ethiopia is divided in different states and most of power is in the states hands. It is unwise to dream that central Addis government can sort out problems without cosulting with the Jigjjiga state. Let live as brothers or dei as fools. Somalilanders should respect neighbourhood and stay away internal affairs of Somali region, Ethiopia.

No Isaaq should be fooled by those dirty Ogadens, Isaaqs in the Hawd regionn must unite and make sure that each time one of us is attacked, those dirty animals will pay a heavy price. This is the only way. Furthermore no one should be under the illusion of Ethiopians wanting to pring calm or peace. They are following divide and0le regiment. As long as the somalis kill each other, they aren't fighting the Ethiopians. Liyu is financed by Adis, dont forget. Our concern is the Isaaq people.

Are you telling us, the only reason the two Sultans were arrested was that, they entered 5th Province without valid visa? If you are Somali, how come you think like that ugly way? Both Sultans hailed from Harshin and Harta Sheikh even though they live in Hargeisa and they went there for peace talks and reconciliations .

Don't you know that the Sultans of Ogaden and Jidwaaq always come Hargeisa without proper documents and they get a respectful receptions with open hands and hearts? Your talk absolutely Matches with the well-known mentality of Ogadens.

Hi Ismail and others,
Frist don't assume all somalis in Ethiopia are from Ogaden clan. Secondly, every somalilander be suldan or not are welcome to come to the region, but they don't have the rigths to interfene regions affairs, speacilly in negative way.
Nomads of both sides of the border may dispute grazing land and other issues, but it must be solved in tradtional way. What I noticed is that Isaq clan is very sensative and some of its local media mislead people.
Xarshin incident has begun with conflict between 2 clans and regional state officers try to ease the problem. Well armied Isaq malatia fired to the officers unprovokedly, killing an officer and other police members. Consequently, the otherside fired back for self defence.
Unluckily,it sad incident but there is no massacre - there was no killing of women and children as local websites of Hargeisa propogated.
To be honest, Somaliland needs to deal with regional state, because it is a dream to expect Addis take your side.
As far as suldan concerned, I heard their release and I welcome that, however they should work with regional government otherwise they will be deported or jailed.

The 0th is obvious. Somaliland cannot keep being used by others who can't admit the rest of the world supports what ever is happening in their region. So, all Somalis you need to know Kenya is in partnership with Ethiopia much like most of US, UN, World Bank, French, South Africans etc. The aim is for Ethiopia and Kenya to play a key role of leadership and supply of services to eleviate the millions who are improvised. You Somalis in Ethiopia or Kenya or Somalia are a minority which the world doesn't see as the priotity who will be able to do what they can? So, Stop and listen. Puntland is a subclan today which is refusing to fall in line with others because it too thinks it can fight by itself much like the Ogaden???

Ethiopia today has South Sudan in Addis to aid with the talks with North Sudan. This shows Ethiopia is under the helpful watch of the world. So either fall in line or move away. Most Somalis becoming refugees, like the oromos and others are being bank rolled by the world as appose to most of the Kenyans, Ethiopians and Sudanese. So get some knowledge about the UN, US, world bank interestest before you keep attacking an unrecognized peoples like SOmalis. Whether you are from Somaliland, Puntland or Somalia or whatever you call yourselves. You are all under their plan.
