Deadline for applications: 15th June, 2012 (00:00) 00:00 TERMS OF REFERENCE Position: President of the University of Hargeisa Post Title: President Type of contract: Permanent Duration: Performance Based Duty Station: Hargeisa, Somaliland Starting Date: ASAP 1. BACKGROUND The Institution was conceived in 2000 as the University of Hargeisa and enrolled its first students in that year, having acquired and converted former First July Secondary School premises in the heart of Hargeisa. The pace of development continued to increase and by 2010 the population had risen to close to 3,000 students. The University is now recognized as one of the leading universities in Somaliland and has developed an enviable reputation for both the quality of its academic programmes and its achievements for producing highly skilled workforce. 2. DUTIES The President's responsibilities include: — oversight of the quality of the academic and support programs of the University; • Supervision of the relationship between students and the administration; • Management of the University's finances; • Management of Faculties and Departments; • Administration of the personnel system; • Operation and maintenance of real and personal property under the jurisdiction of the University; • Works closely with the new Board for adopting new program for fundraising, intercollegiate athletics, auxiliary enterprises, and alumni activities; • Consultation and cooperation with the Board and other University groups on various matters, including planning for the future development of the University; • Representation of the University in public affairs; • Reports (accountable) to the Board of Trustee for the University's finances on a quarterly and annual basis; • Helps the Board for the establishment of a new centralized system for fundraising, advancement, and development; • Reports annually to the Board of Trustee on the state of the University; • Presents to the Board of Trustee for approval the organizational structure of the University, policy changes and new development projects initiatives; Desirable Qualifications & Experience; • PhD. or Masters Degree in education, management, business administration or related subjects. • Minimum 5 years working experience in higher education institution management or senior management position. • Good knowledge and experience of community development methods and approaches, including participatory policy planning and implementing; • Familiarity with and good understanding of the social and political dynamics in Somaliland. If already have established good working relationship with key local stakeholders, is an added advantage; • Must have excellent spoken and written English and Somali; • Good communication and computer skills, including internet navigation and various MS Office applications (Word, Excel, and Power-point); • Strong interpersonal and organizational skills; • Ability to work under pressure, adapt quick to new circumstances, work long hours if required; NB: Provide evidence and copies of academic and professional successful progression. |
